refactor: 区分导航栏中的系统设置菜单

Browse Source 
- 将 SystemSettingResource 导航标签改为'配置项管理'
- 将 ManageSystemSettings 导航标签改为'系统配置'
- 明确区分配置项管理和系统配置功能
